Former Sex Offender Arrested for Sexual Assault

A former sex-crime convict has been detained over alleged sexual assaults against two young women, police said Sunday. Incheon City police said they asked the prosecutors to seek a formal arrest warrant against the suspect. In South Korea, only prosecutors can request a court to issue an arrest warrant.

The 41-year-old suspect is accused of grabbing a woman in her 20s by the hair from behind and throwing her to the ground in an apartment building in the western port city of Incheon at around 1:15 a.m. in an attempt to rape her, the police said.

After the woman resisted, the suspect fled the scene. About an hour later, he also attempted to sexually assault a high school student inside an elevator in a nearby apartment. The suspect got out of the elevator and ran away to a nearby stairwell after the student screamed and resisted the attack. He was then tripped by a resident on the first floor, who had come out of his apartment after hearing the screaming.

The suspect, who was wearing an electronic ankle monitor after serving out a jail term over a separate sexual assault, committed the crimes as he failed to control a momentary sexual urge, the police said.
