North Korea Prepping for 4th Nuclear Test

It seems that North Korea has finalized preparations for a 4th nuclear test, as well as preparing for the launch of a long-range missile.
Assumption of these two likely events come from specialist website 38 North, a Johns Hopkins University website dedicated to providing the best possible analysis of events in and around North Korea.
The site indicates that the North is prepping the rocket launch pad when they’ve added an 11th story to the facility in Tongchang-ri , North Pyongan Province. The addition of these 2 levels will allow the facility to handle larger rockets of up to 50m!
On the other hand, South Korea-U.S. Combined Forces Command have scheduled annual joint Key Resolve/Foal Eagle, which are to take place between Feb 24th, to April 18th. The exercises overlap with planned family reunions from North and South Korea, as a result of the Korean war. Seoul hopes that the scheduled drills won’t rapture the North’s decision regarding the reunion, but all items seem to be on track so far.
