Kim Yong-chol, the chief of North Korea's General Bureau of Reconnaissance, has been promoted back to four-star general. Kim is believed to have been the mastermind behind torpedoing the South Korean Navy corvette Cheonan in 2010. South Korean military authorities have noted that two officers were maimed in the demilitarized zone by North Korean box mines just after Kim was promoted.
Footage from air combat show on July 29 in Wonsan, Kangwon Province attended by leader Kim Jong-un shows Kim Yong-chol wearing four-star general's insignia. Back in April, Kim was demoted, but now he seems to have returned to favor in a career that spanned several recent demotions and promotions.
